Indonesia is set to overtake China and Russia as the world's largest sugar importer in 2013.

Our northern neighbour imports a significant amount of sugar from Australia, but has found it difficult to expand its domestic production base, so continues to struggle with supply.

Conversely, sugar supply in China and Russia is currently well in advance of demand.

Analyst Tom McNeill, from GreenPool Commodities, says Indonesia's infrastructure boom is another factor in driving imports.

"In the last 10-15 years, a lot of refining capacity has gone into Indonesia. This year what we're seeing is that production is off a little and consumption is up quite strongly again."
