Queensland KAP to introduce ethanol mandate bill

Ray Hopper's support comes as United Petroleum recently announced it had temporarily shut down its facility due to a lack of demand.

"Now the LNP went to two elections promising to mandate ethanol when they're elected. They put a private members bill to parliament to mandate ethanol which Labor threw out when Labor were in government."

"Now they will have to argue against their on private members bill which I intend to do that within the next month."

The LNP has backed away from legislating a mandate with the State Energy and Water Supply Minister Mark McArdle saying in a statement that Federal Government's existing 38 cents per litre fuel excise is a substantial benefit and incentive for domestic ethanol producers and suppliers and is a more effective tool than mandated ethanol-blended fuel requirements.

Mr McArdle says the Newman Government is demonstrated it's commitment to the sector by giving $4.6 million over four years to support research and development in Queensland's sugar industry two years ago.

However the ethanol industry is also concerned about a report that could bring the Federal Government's support into question.

The report by the Bureau of Resources and Energy Economics has raised doubts about the effectiveness of the $100 million a year scheme, introduced by the Howard Government in 2002.

The report found the Ethanol Production Grants program had produced few economic, environmental or consumer benefits, prompting speculation it may be axed as the Federal Government looks to cut costs in the May Budget.

However Federal Member for Capricornia Michelle Landry visited the Sarina biofuel plant and has thrown her support behind the industry.

"I will definitely be taking this to Canberra, it's incredible how much they do with the ethanol."

Federal Industry Minister Ian Macfarlane responded in a statement saying while the Government recognises the Ethanol Production Grants program has played a part in the development of the ethanol industry in Australia, all Government programs will be assessed as part of the budget process.

The Government will also take into consideration the details of the BREE report.
